The standard HCSL outputs steer the true and complement outputs of the differential pair at a constant 15 mA current. So, each differential HCSL output pair uses 50mW of power from 3.3V all the time.

The voltage swing for LVDS is usually 350mV, with a range of 250–450mV. Since the voltage swing is smaller and the time it takes for the voltage to rise and fall is shorter, it can work at a higher frequency than CMOS and TTL while keeping the same slew rate.
